I suppose their is two trends here related to length of time in service for politicians and how they deal with lobbyists and bureaucrats.

The longer their time in service, the more power and knowledge they accumulate so they get more ability to reign in lobbyists and bureaucrats over time. But the longer the time in service the more comfortable with the perks of power and the benefits lobbyists can give them, so the less likely they are to want to try to reign in lobbyists or bureaucrats.

I'd rather not waste time on dilatory likely-to-be-ineffectual-anyway matters, and get STRAIGHT ON with SOLVING the fundamental Washington problem of STRUCTURAL DEFICITS.
