WHAT wouldn't?

Federally preempting all the insurance regulations in the 50 states?

(Maybe not... the *current* crazy over-blown "all power to the federal authorities" interpretation of the Commerce Clause that activist Statist Court rulings have given us *probably does* ALREADY permit such a federal over-throw of existing State regulations. EXACTLY THE POINT I already made in my previous post!)

But then it certainly already permits federal health care regulations as well --- also a point I made. :-)
