Yes, if everyone got a little Carbon Tax surcharge in their utility bill this might be a good thing.

I'm not sure I understand cap and trade, but it sounds like you get to pollute unlimitedly if you can trade it for "Green" credits elsewhere (buy so much rain forest preservation?).

If you have to pay for pollution maybe it would have a net reduction effect.
