What would you recommend doing as an alternative to "death panels"?

Why not try market solutions? Raise the price until demand meets supply.

Don't get me wrong, shortages tend to have similar results. People who have the resources and connections tend to know where the supplies are. The unfortunate side effect is that government employees tend to know first, thus they benefit rather than the market's intended beneficiaries.
