Re "If IPM or any other stock loses marginability would it still be shortable?", not for individuals (they have to physically borrow the stock, and only stock in margin accounts is borrowable).
Re "Would shortsellers have to buy back the borrowed shares?", probably but I'm not sure--would definitely have to replace the borrowed stock if it's sold, and its move from margin to cash account seems equivalent to me.

Might check with your broker; I use only e-brokers (e*trade and e-schwab) currently, but both have responded in detail to e-mail queries.
