It would be one thing if the new bill didn't reward caps, that might be seen by some as a reasonable compromise, pushing other methods but not penalizing the caps. But apparently this bill actively discourages them. Don't have a cap, get this pile of money, have caps, well no money for you.

That's the same method the feds used to get the states to impose a uniform drinking age of 21. If the pot of money is big enough its very powerful. State politicians hate turning down federal money.
