I would ask why there was a shortage. And then change the tort laws after finding out that ,that caused the shortage.

OK, but that's not the first step when there's a problem sitting in your lap. First you deal with the immediate problem. Then you do an after-action study to find out why the problem occurred and take steps to make sure it doesn't happen again. You can't just skip the first step by pretending the problem doesn't exist or that you never would have let it happen. The immediate problem is in your lap.

So, how would you deal with the immediate problem, the shortage?
