All the money was requested and approved under Bush.

Almost half was disbursed under Bush, which is the half that has worked out well. Bush, AT OBAMA'S REQUEST, requested the release of the second half which I refer to as TARP II. Bush did not spend this money. It was totally done as an accommodation for the incoming administration.

TARP I solved the problem. TARP II was money spent by Obama that has not been shown to have helped.
