No, president gets to send his budget proposal, but Congress decides how much to spend and where. The only thing president gets to do is sign it or veto it. He is not the author of the budget.


Have you heard of the executive veto? Bush made very clear what he would and would not veto. To override that veto, 60 votes are required in the Senate. You do the math....Reid didn't have the votes. In other words, you're whistling dixie.
