Even in the absence of direct cash subsidies for ongoing operations (which may in fact happen), there is the subsidy of the feds covering the costs to start up the exchanges, and the subsidy of the exchanges being implicit (and perhaps even explicitly) backed by the government, and thus able to borrow at lower rates. Other indirect subsidies or benefits are likely.
