That's not an indication of good policy (or of bad policy) merely policy that isn't utterly disastrous in the short run.

The rate has greatly slowed down. At one point, we were losing more than 6 million jobs a month. It is considerably less now.

Well, hopefully it will slow down. All I am saying that productivity increase during time of rising unemployment is nothing to brag about.

I would rather see those least productive people employed, even at cost of reduced overall productivity.
