And none of them can offer an advanced process that is focused on pushing waffers through the line nearly as fast as AMD can.

I don't know where you're getting your information, from AMD perhaps? AMD has had a long history of manufacturing problems on top of SOI which is inherently more complicated and lower yielding.

I think more importantly, rather than allowing AMD to use any foundry, this frees AMD to sell their ATIC portion. That, in itself will allow AMD to concentrate on designs with as much money as they can pour into it. It's their weakest factor.
