Yes, but the proxy wars kill thousands to low millions. Full scale conventional war between great powers, would have killed more. Think of WWI and WWII as opposed to the Spanish Civil War, the Greek Civil War, or Korea.

Imagine if Soviet tanks had every poured through the Fulda gap. Even if nukes where not used, there would have been massive death and devastation no matter who won.
