nah, canadians are no better educated than other americans. -g- the learning crisis was created by corporatists who don't like public anything. demographic changes and poverty are responsible for score differences. asian students of the u.s. public system, including first generation English speakers, score nearly as high as students in asian countries. corporatist apologists haven't slimed their way out of this fact, yet. think tanks are buring midnight oil on it. i suppose they'll fly the racist flag, or something.
