It depends. Some group are opposed to virtually everything. Just because. Like the boy who cried wolf, they wind up having their dissent discounted because of it.

I see. So if you have a group in the population, that comprises, say (for the sake of argument) 60% of the population, that is not "progressive" (= not willing to jomp on board of avery hare brained idea that comes along), you can safely ignore this group. Then, you can go ahead ignore them and form the consensus among the 40% of the progressives...

That's what you meant, correct?

Except, you got the wulf analogy wrong. It is the progressives who cry wulf - crisis de jour - always offering the same remedy: Give up a little more of your money, little more of your freedom in order to slay the dragon de jour....
