Naivete is the strongest thing in Obamas' administration and this is just one more display of it. In Japan there's a hierarchy when in comes to bowing, equals need only bow to the same level but they're not equal one being actual and the other symbolic. Obamas' obsequiousness only made the emperor uneasy.
