On what do you base this? Nothing. Because there isn't one shred of evidence to suggest this is true.

Only a very stupid person would believe that any of the bills before Congress would save money. Nobody believes this. Which is why the American People are rejecting it so angrily.

Except it doesn't have to remain at current high levels. First, the danger of econ. collapse is passing. More spending for stimulus will not be needed. Secondly, collections are starting to ramp back up........the rich are spending again. Thirdly, we are winding down the Iraq war; soon to be followed by the Afghan war. Defense spending will start to go down.

And none of these are structural problems. Ups and downs in these one time events only obscure the structural problems, that, like the Energizer bunny, make things worse day by day.

Look at non-discretionary spending for hints.
