I understand your point but I would suggest that something that is commonly accepted in Europe, while not status quo in the US, would not be "radical" but "progressive." It's beyond the US status quo but not off the charts. The direction would be determined by the status quo in the US but the extent of the difference would have to take into account the the broader range of the charts.
