and btw, upstate NY is GOP territory and has been for a long long time. Doesn't matter. "Downstate" has more votes. The heavy regulation and taxes are more of a state level thing than a locally created issue. And NYS has been giving large tax breaks to large (maybe small too) companies that come here or expand. Better to just have lower taxes in general than to harm or destroy some businesses with high rates while trying to lure others with exceptions to those rates.
