Well, it is also among the most aggressive tax collectors and regulators of all the states.

Oh. I guess that logic is rather tortured, too. Obviously, more aggressive tax collectors ought to have plenty of money, no?

In fact, it is pretty hard to explain. If CA is so wealthy, why DO they need a bailout?

What I meant....and I didn't make it very clear......is that CA can beg the feds for a bailout and expect the feds to listen because they are such an important part of the American economy.
