You can’t thrive as a nation while New Orleans is drowning, and Detroit is being beaten into oblivion decade after decade, and a bridge in Minneapolis is collapsing into the Mississippi River, and cities in upstate New York and the Rust Belt are rotting from lack of employment opportunities, and so on.

As prosperous as Seattle is, we have a double decker viaduct that was damaged badly in the 2000 quake. For 9 years, the debate has raged what to do with the damn thing. Finally, last year, it was decided it was to be replaced with a tunnel and a surface parkway. The money has yet to be lined up. In the meantime, every quarter, the viaduct is closed for part of a day and engineers go over every inch to make sure its not ready to collapse. That's how dangerous the situation is.

What country is this? Guatemala, or the US of A.
