Not all judges are liberal and many states impose mandatory sentences to prevent liberal judgets from letting convicted criminals loose. You know how that works in practice? Many time judges won't convict people that should go to jail because the legislative mandated penalty is just way too harsh. Other times they do anyway. Judges hate it. The legislatures bow to political pressure and screw up the whole system. as a result we have a lot of people in jail who shouldn't be and a bunch not in jail who should be. Legislatures trying cases... another great idea.
