Then you should be truly ecstatic when it goes up to 30% as projected (assuming we take no corrective action). Right now it's sucking up our productive capital at double the rate of the Euro's.

Think of it this way... that's 8% of GDP that could be going to education or infrastructure or paying down the debt or iPods and big screen TVs for everyone or any of 100's of other priorities. But it's being pissed away...
