You might be surprised but I agree. Not that I think the recession and financial problems have directly made the systemic risk problem worse (at least not clearly, and not as the largest factor), but I think the reactions to those events has made the problem worse, in particular the bailouts and all the talk of "too big to fail", so the "brush with global financial panic" has indirectly contributed to increasing risk.
