"Make the price deficit neutral. " That is the solution. I agree. The problem is that because of budget and book accounting "fictions" it is probably next impossible to agree on what that real figure should be, and if you could agree on a real figure it may very well be unaffordable. I think all these accounting "lies" are designed to get something passed with the thought that we will fix it later. But as Samuelson points out "later" here is very "soon" for us given our situation.
