If you're going to use the heavy federal hand, it makes more sense to me to require that testing facilities get up to speed to where they can transmit reports digitally or make them available in a remotely accessible data base. Then the learning curve, level of effort, and start-up costs for the doctors would be less onerous once they undertook automating their operations.
