Bentway, when pasting links, it helps to read them first:

I've read that story both ways. Gingrich and Clinton were on a collision course, it's true, but both parties claim that they were trying to get the government to hold the line on spending or they'd force it into a shut down.

Here's a quote from the link you posted:

Either way, I think Bush Sr., Gingrich, and Clinton can be given credit for broad-based fiscal discipline. The point isn't to vilify Clinton, it's to vilify Bush Junior, who was the single worst President this country has seen in my lifetime.
