Look at the old Soviet Union. They were taxing at essentially 100% and still managed to fight a world war, bring the country out of the 17th century into the 20th, build the largest military on Earth, explore space, etc. Granted, it wasn't the nicest place to live in, but it is a counter-example that disproves your blanket statement.

Is the only information you have on this subject Wikipedia?

They were not, of course, "taxing at essentially 100%". People were able to subsist on their "earnings" and thus were not taxed at 100% or anything close to 100%.
