No, it isn't. Because, instead of getting money based on what they did, they got a government payment based on other criteria. In principle, they would have gotten the same money even if they didn't work, but because the government assigned you to jobs, that didn't often happen.

It's called communism, Dave. "From each according to their ability, to each according to their need." It's EXACTLY how it worked.
