The CBO scoring the bill as driving down deficits, doesn't mean its likely to actually do so. All these bills have been carefully constructed to work within the CBO's predetermined framework to get good scores. Its not an issue of discrediting the CBO, they do a good job considering what they have to deal with. But congress is manipulating the process, and even without such manipulation cost estimates of federal health care programs have historically been much lower then their actual eventual costs.
