Based on my professional experience in manufacturing, you've described USA and Japanese correctly.

Don't know about Chinese. With Europeans, I presume with their ISO standards, they would be looking not only to have the product meet specification (of course), but also that the product must be in statistical process control (as is done in Japanese manufacturing).

So difficult back in the day (maybe now too?) to get USA manufacturing types to understand just because the product met specs, that it was not acceptable to sit back and do nothing to improve the process and get it in statistical control.
