I get what you said. Additionally, 60 votes will be required also to start the debate. I think there are 59 votes already to start the debate. It is Lieberman who we are not sure will vote for starting the debate.

I also understand that these are Senate's rules and h as nothing to do with the constitutionality. The Senate could bypass these rules and proceed as long as they have 51 votes (including Biden's) at each stage.

During the campaign, Obama said that he will break the gridlock. He has done enough by extending his arm but the Republicans have extended a fist. Now he has to demonstrate that he is the President of the most powerful nation. And he needs Reid to go along with him I think. similar to what Clinton did when the Repubs shut down the Federal Govt. in 1995.
