Nothing significant had been implemented by the time Bush left office. This is simply not true, and analysis of the crisis that has happened to date suggests that it was Bush's actions, more than any other thing, that kept us from going over the edge. Some erroneously charge Bush 'caused' the crisis, but there seem to be a good number of researchers, even liberals, who believe Bush's swift action is what saved us from the big crisis. Obviously, Obama's incompetent actions are what caused us to be in the mess we're now in.
