At least an insistence that all wars must be paid for before they're launched. The Founders thought a standing army was a bad idea - I think they were right.

EVERY president is just too tempted to be a "war president". He's got the military and the intelligence services and the entire complex urging him on.

Other countries leaders don't have the world's most powerful military to play with. Ours shouldn't either. You get a mental teen-ager like Bush and look what happens!
