<First of all, I don't understand your logic.> Okay - I'll clarify by PM if you want. It isn't worth discussing at that level of detail if we aren't doing a business plan. I understand the value of high tech, but what percentage of your population can work for Boeing? It would be great to have employment for the high IQ (schooled at university or not), but not every person is qualified to make parts for airplanes. I've worked with airplanes - the aviation field at any level, is not very democratic... What is the plan for the 50% of the population that is statistically below average in intelligence? It's not like they are all going to emigrate to another country when there are no jobs here they can do. Emigrants are the above average people who can't stand where they live or think they can do much, much better elsewhere. It is inconvenient to move and work abroad, but if we don't want a brain drain, we'd better do something. One of the problems with traditional liberalism is that in validating the humanity of each person, we don't spend any time or money for those who can't rise to the challenge. If we don't want a massive Eloi/Morlock scenario, ala H.G. Wells we better start planning something for the have nots and plan some meaningful, life-afirming and rewarding activities. If we don't get out of an Ivory Tower and have systems that deal with the grit, people with skills and/or money will just give up and leave.
