Why only 1990? Because it ways what you want it to!

The reference year for measuring emission reductions in the Kyoto protocol is 1990. Compliance (or lack of it) with Kyoto is measured by the change in emissions since 1990.

In your original post that I responded to you referred to how close the U.S. had come to the Kyoto protocols.

I really couldn't care less which country does or does not comply with Kyoto. I just wondered why you thought that the U.S. was closer "than any of the supposedly superior nations".
