Oh c'mon, paying the Sunni Awakening that already had started, to stop attacking us and go after the foreigners that had overstepped their bounds did it and the Kagan family spread their nonsense that the "surge" which primarily built walls between Baghdad neighborhoods and staffed the checkpoints did it all.
