As a portion of our economy the costs for those conflicts are small compared to the cost of the cold war. The "peace dividend" from them would be smaller. Also the cold war essentially ended in victory. If we just dropped Iraq and Afghanistan we might be creating more problems for ourselves.

As for renewable energy, the investment your talking about is a cost to the government. The rise of the internet and other computer and communications technologies mostly relied on private sector investment and the government got revenue from taxing the profits (of the companies and the capital gains of the investors). The investment your seeking would make the government budget balance worse not while the tech bubble (both the real advances and solid investments, and the actual tech stock bubble) increased government revenue.
