Government is an institution set up by the people.

Government should NEVER be confused with "We the People." Otherwise, why have a social contract?

Yup, "government", our government, sometimes known as "We the People".

Sometimes known as that, but not very accurately. The government is a specific subset of people. Not all of them. And even if it was all of them it would be a collection of people butting in to other people's business. If its a vote, its because you can get 50.001% to decide to be nosy. It may be a bit of an exaggeration to say its two foxes and a chicken voting on what to have for dinner, but there is some truth in that analogy.

Vietnam was a terrible example of gov't "busy body" errors

In many ways it was, but not as much as the actions of FDR and LBJ's social programs which you apparently praise.
