I doubt that. The Bush decession is having an impact on driving. "Cash for Klunkers" had more impact than all the hybrids sold to date.

That's not to say they won't HAVE an impact.

If you check into it, it is pretty likely that the refinery can only handle light, sweet crude. All of the new capacity that I know of can handle heavy, sour crude. The fact that this one is being shutdown tells things about what the industry is expecting in the short term.
