That's so. But beside the point. In question was whether to use cost benefit analysis for extant publicly funded health care payment programs.

I resubmit that no fiscal conservative would allow those programs to pay any and all claims. A fiscal conservative would try to minimize the cost and stave off bankruptcy to the extent possible by exerting whatever controls he can over waste.
