He is trying to reform medicare. I don't pretend to understand what will come out of it, but the need is clear. No doubt, but I like Newt's idea: in view of the fact that the problem is so daunting, perhaps the thing to do is to move slowly and incrementally, fixing small bits of it, then evaluate the fixes, rather than tackle the entire thing at a single sitting, to make sure that unintended consequences don't bite us where it hurts. But we aren't a patient people, so this idea, though it seems to have merit like many of Newt's, is unlikely to fly.
