Whenever the U.S. dollar is weakest, it means that investors are looking for the greatest global returns, and will consequently assume the risk of investing in just about all assets outside of the U.S. dollar itself. Whenever the U.S. dollar is strongest, it means that investors have become anxious and are scared of risk. They will seek the safety of the U.S. dollar (and U.S. Treasuries) at the expense of just about all other assets.
