He did raise concerns over the decline in spending during the first Bush term. Most of the book, however, was dedicated to the unprotected status of nuclear material after the breakup of the USSR and condemnation of the failures of the Clinton administration to make any headway on the issue. Why do you persist in trying to discuss a subject, for that matter, a book, that you have never studied nor read? You just look foolish.
