Its been addressed but I don't think its been completely fixed. You still have a high effective marginal tax rate on the income from the new job. OTOH its not something that's easy to fix. The only way to not have this problem is to have very low total benefits, or to give them to people regardless of income, or so slowly phased out that pretty wealthy people, or at least most of the middle class, still get the benefits. Well lower tax rates help mitigate the problem as well, but then its hard to pay for all these benefits...
