Yes, that's a problem. It is like buying flood insurance during a flood... or car insurance after an accident. It's really no longer a matter of insurance, but rather of picking up the tab.

Our current political leadership seems certain that collectivist outcomes will cure all problems. They will simply force insurers to accept everyone who knocks on the door - and screw financial considerations. If they go bankrupt, that's even better - it would give socialism a chance to save the day.
