I don't know where he got all his information from. From his decision, it seems he surely did not get or ignored what the historians have to say about the region right from the days of Genghiz Khan.

Furthermore he must have misread the mood of the people that elected him or must have placed too much faith in his ability to convince the American people that his decision is a good one inn the face of a gloomy employment and health care situation.
