Regardless, certain truths remain:

1) Massive new entitlement program (not a one-shot temporary expenditure....) and,

2) Was not 'PAYGO --- neutral to the federal deficit' AT ALL. Costs went straight to the annual deficits. No revenue raised to pay for the new entitlement program. And, no off-setting cuts to other government spending were enacted.

Result: more then a Trillion $ added directly to federal deficit measured over first decade....
