<incentive (reward) on having a surplus at the end of the fiscal year> Some people act like innovation is something pie in the sky or that it can only be done way in the future. This is what process engineers get paid to do - keep everything win-win. I watched all the in-take bureaucracy at the clinics and it was clear it wasn't there to benefit the doctor and patient - it benefited (maybe) the lawyers. Once they know who I am, all my records should be there. The idea of a gateway physician is great but they can't be simply rewarded on lower capitation expenses. Total outcomes can and should be measured. Savings on another watch that cost shifts to another is BS.
