Has happened in all Armies for centuries I still don't get it. I watched the same thing happen in a civilian agency. All the highest officers at the ground level this particular agency had precisely the same concept of mission. Some time during the 80s this started to fall apart. Not only did the mission become ambiguous, but the leadership started to be drawn from a different class of folks. As one of the guys with boots on the ground, this made no sense to me.
